Territorial cohesion – is a concept of being able to make the best of the opportunities offered by every place of residence, country, Europe and the global world, while also contributing to the sustainable and balanced development. This concept fundamentally shapes the logic of regional policy in Lithuania (see White paper of National regional policy) by raising problems from the bottom (the specific needs of a person, community, city or region), and then employing state, regional or local government instruments to meet those needs.
Ensuring adequate investment in public services, universal access to education, health, social and cultural services, cooperation and response to the changing needs of the population, as well as fostering jobs and private investments is a spatial problem. However GIS analysis in Lithuania so far been rarely used as a tool for regional development planning. Smart Region datasets created by Ministry of Interior are addressed to fill this gap. Therefore Smart Region platform primary focuses on providing quality spatial data and know-how for decision makers.
