Viimsi Municipality is one of the fastest growing local governments in Estonia. Due to closeness to Tallinn and the sea, Viimsi is considered to be an attractive living environment. Viimsi is located on a peninsula and its inhabitants are actively commuting to Tallinn to work. This has caused a situation, where the capacity of existing roads has been exceeded and thus they cannot handle the growing traffic load. In addition to that there is lack of jobs and services in Viimsi, which makes it difficult to compete with the possibilities in the capital. Haabneeme settlement has the potential to become the urban centre of the municipality which also could reduce the necessity of commuting to Tallinn every day. Haabneeme settlement as perspective urban centre is becoming a major development area, as interests of land owners regarding planning have increased. Most of the land in Haabneeme belongs to private owners, which is the case in most of Estonian local governments. Therefore, it is important to have good cooperation between different landowners, municipality and local people in order to have a consistent vision. New general plan of Haabneeme is being created. In order to involve the public and different interest groups more efficiently and to favour their cooperation towards development of balanced and sustainable living environment, Viimsi municipality in cooperation with consulting company Hendrikson&Ko created a 3D Web App with ArcGIS Pro. The aim of ArcGIS Web app was to perform different spatial analysis and present planned solutions to the public in 3D, in order to visualise environment so that it would be better perceived. Web app was used to visualize spatial environment, detailed plans that exist and will be created, visions of different land owners in 3D. This helped to create analysis about traffic possibilities, job and service locations and relationships between land use functions. The aim of developing the 3D web app is to make the whole planning process more efficient and understandable to public and interested participants, apply virtual engagement methods and present possible planning solutions. Basemap used in this app displays existing situation as 3D environment, which gives the viewer the possibility to experience the environment that will be planned as realistically as possible.
