Head of Spatial Data Department of Estonian Land Board (ESTONIA)
Lea is the Head of Spatial Data Department. She started her career in Estonian Land Board nearly 20 years ago managing quality of topographic data. She has played unique role in the creation and development of Estonian Topographic Database. Currently she is managing collection and update of spatial data and works in close cooperation with Department of Geoinformatics to ensure spatial data interoperablility.
Topic name: New Challenges of the Estonian Topographic Database with Implications to Land Cadaster
One of the many objectives the Estonian Topographic database (ETD) has is to provide state and local government databases with topographic spatial data for objects managed in respective databases. Since the estabilishment EDT has managed to fulfill the needs of several national databases as for example Road register, information system of addresses, environmental register. The biggest challenge is currently in operation – to implement the use of topographic data in land cadaster. As a prerequisite, changes were needed in legislation, work processes, and in both information systems to make data exchange between the systems flowless. At the same time land cadaster is changes its foundational principle moving from unit based (parcel based) procedures to point-based cadaster.
